About Me
I'm a civil engineer and AI & data science specialist based in Cali, Colombia. For over a decade I designed physical infrastructure — reinforced concrete structures, hydraulic systems, urban projects — before specializing in data and AI for the public sector.
Today I bring both worlds together: I build data pipelines, spatiotemporal risk models, and AI systems that help public institutions make better decisions about the same territory I used to design on paper.
My training combines a Specialization in Artificial Intelligence from Universidad Autónoma de Occidente with a Civil Engineering degree from Universidad de Ibagué (honor distinction) and complementary training at the École Polytechnique Fédérale de Lausanne. That path wasn't a career change so much as a natural extension: I kept solving the same kind of question — how to design something reliable under real constraints — with different tools.
In Cali's public sector I led the DAGMA-360 architecture for environmental data, a fully GCP-based territorial Data Warehouse for the Security Observatory, and the What Works Cities certification that made Cali the fourth Colombian city to earn it. Before that, as a BIM specialist and structural designer, I worked on public infrastructure projects under European standards and Colombia's seismic code, NSR-10.
Today I focus on geointelligence, spatiotemporal risk models, RAG architectures for querying technical regulations in natural language, and local AI infrastructure for institutions that prioritize data sovereignty.
